The mandate was to recover the project and establish a viable path forward. After reviewing and restructuring the project within the appropriate regulatory framework, land allocation was secured and the foundation re-established. The process evolved into a fully integrated structure, combining technical validation, operational planning with a major EPC contractor, institutional alignment and financing. A public–private partnership was developed through a joint venture between a state-owned entity, the private Spanish group, and an independent operator. Financing was subsequently secured, transforming the project into a bankable and executable platform.
