The engagement began with a mandate to explore upstream resource opportunities to support existing industrial operations. The approach shifted from a purely extractive model to one aligned with the country’s long-term industrial strategy, positioning the investment within a broader framework of local value creation. The process involved aligning stakeholders across institutions and structuring an integrated approach encompassing resource access, logistics, and future industrial development. The result was a fully aligned position within the market, enabling access under a structured framework and laying the foundation for long-term expansion.

The project began following a stalled investment where significant capital had been deployed without securing the necessary approvals or financial backing. The mandate was to recover the project and establish a viable path forward. After reviewing and restructuring the project within the appropriate regulatory framework, land allocation was secured and the foundation re-established. The process evolved into a fully integrated structure, combining technical validation, operational planning with a major EPC contractor, institutional alignment and financing. A public–private partnership was developed through a joint venture between a state-owned entity, the private Spanish group, and an independent operator. Financing was subsequently secured, transforming the project into a bankable and executable platform.
